The decision comes before the data.
KSP starts with the institution's decision: what has to be chosen, who it affects, and what would count as an answer. Scope is written down before any instrument is designed.
Every measure is defined before it is collected.
Instruments, fieldwork and existing administrative data, combined deliberately. What the data cannot show is written alongside what it can.
Built inside the institution, not beside it.
Training, systems and technical assistance are delivered with the people who will run them afterwards. KSP works alongside staff for the length of the engagement.
A number without its source is not evidence.
Results are published with a definition, a population and a date. Where measurement contradicts the design, the design changes — and that is recorded too.
